This document contains additions to message<br \/>\nprocedures and formats defined in [1] and [2] necessary to obtain<br \/>\nthis inter operability.<\/p>\n<p>This document defines mechanisms to provide priority treatment<br \/>\nto NS\/EP calls so as to increase the probability of an NS\/EP call<br \/>\norigination or termination to proceed at times of congestion in the<br \/>\nsignaling access network.
